CTB

This section provides upcoming and past procurements of the OGCIO, so that interested parties may bid on these opportunities or see what the office has procured in the past, pursuant to its mission.

These opportunities generally fall into two categories: individual experts (both long and short term) and expert firms. Note that any GoV ICT-related opportunities will be listed here, regardless of the ministry or agency involved, if OGCIO is involved in a coordination or supervision role.

Upcoming Procurements for individual experts

In addition to formally requested procurements, OGCIO is contemplating upcoming needs. At present, OGCIO is planning to bring on board the following experts in the future:

  • Data architect (6 months)
  • ICT e-gov applications development expert (24 months)
  • ICT procurement and contracts advisor (24 months)
  • Senior e-gov program advisor (12 months)

If you have in-depth qualifications in these areas, you may wish to submit your resume for future consideration.

TAG

Technical Advisory Group (TAG) was established for the purpose of fostering active participation in the development and implementation of ICT policies and plans, to provide a forum for ICT-focused collaboration and information exchange, to promote the effective and efficient use of ICT resources, and to act as a key technical advisor to the Government CIO. It is made up of government IT officers and advisers.

ICT standards

One of OGCIO’s roles and responsibilities is to set standards for ICT purchase, usage, upgrades and disposal. This responsibility covers infrastructure, hardware, software, applications and all other ICT-related items, purchased or operated by all GoV ministries and agencies. OGCIO is in the process of developing these standards, beginning with the important SOE or Standard Operating Environment. The SOE which will set standards for the purchase of all PCs, laptops and servers, and will specify what operating systems are acceptable, what software will be centrally installed automatically, and what additional software and other items are allowed, and what is not (for safety and security reasons).

The SOE is currently under development by OGCIO and a contractor. Preliminary drafts are currently being reviewed by the OGCIO Technical Advisory Group (TAG). As such documents reach final draft form, they will be posted here, unless their content might allow for unwanted intrusions.

Other draft standards will also be posted here from time to time as they are developed, for comment and feedback.

NIDC

The NIDC will be responsible in ensuring that national ICT policies, strategies and legal frameworks that are designed, developed and presented for the adoption to the Council of Ministers (COM), and, subsequently, implemented, must be in line with the Pillars of the National Sustainable Development Plan 2030 and therefore, assisting Vanuatu in achieving all Policy Objectives of the National Sustainable Development Plan 2030.

NIDC is mandated to be the highest coordinating body of all matters in relation to national ICT policies, strategies and legal frameworks, and where required, the NIDC will advise the Council of Ministers on matters requiring COMs attention and/or decision.

This committee will also coordinate consultations on any draft national ICT Policy and other related polices with the private sectors, academia, governmental stakeholder, civil society and other interested parties as well as the public. The NIDC shall have a right to establish a consultative or working groups as a vehicle for obtaining input from the relevant stakeholders and to assist the committee in its work. International partners shall also be consulted.

Scope of Work

The NIDC shall:

  1. Develop, conduct appropriate consultations on, and present for the consideration of the Council of Ministers a national pathway for ICT development, which shall set out:
    1. Principles, approaches, goals and objectives for maximizing contribution, efficiency and effectiveness of ICT in achieving the pillars of the NSDP for a “stable, sustainable and prosperous Vanuatu”;
    2. Strengthen institutional framework for the governance of ICT development nationwide.
  2. Provide guidance to the council of Ministers on:
    1. Development of targeted policies based on critical needs
    2. Coordinate implementation of such policies.
  3. Be a platform for discussion and coordination of ICT development- related matters. Where required, the NIDC shall advice the COM on matters requiring COMs attention and /or decision.

National ICT policies

In the area of national ICT policies, OGCIO is responsible to provide leadership, support and assistance to the National ICT Policy Development process, and to act as Secretariat to the  National ICT Development Committee (NIDC).

The process is aimed at creating a National ICT Policy, Universal Access Policy and Cyber-security Policy that are tailored to Vanuatu conditions, are based on extensive consultations with a wide range of stakeholders, and are ready to be operationalized by the those same stakeholders. Action plans by sector or ministry will be developed under the National ICT Policy.

Council of Minister's Decisions (COM)

The Council of Minister's (COM) is the highest authority in the Vanuatu government. COM decisions rank just below Acts of Parliament in the legal hierarchy of the nation. The COM decision which created OGCIO is presented below in downloadable pdf format.

National Geospatial Data Policy

COM decision 177-2020 endorsed the Vanuatu National Geospatial Data Policy 2020-2030, in recognition of the importance of securing national sovereignty by having a National Geospatial Data Policy to secure geospatial data in Vanuatu. Additionally, the Council of Ministers approves the Ministry of Lands & Natural Resources in becoming the focal point for the implementation of this national along with other key Ministries & Stakeholders and, approves the finalization of legislation to give effect to Vanuatu's Geospatial Data Policy.

Structure

The graphic below shows the organizational placement of the Office of the Government Chief Information Officer (OGCIO) within the Government of Vanuatu, and also the main OGCIO divisions. The Chief Information Officer answers directly to the Prime Minister and briefs him regularly on ICT developments. The Technical Advisory Group (TAG) is composed of the IT or ICT officers in the various ministries and agencies.
