OGCIO’s role is to support all Government of Vanuatu ministries and agencies in the area of ICTs. Certain selected ministries and agencies which have been identified as key targets for ICT focus will negotiate and sign MOUs (Memoranda of Understanding), laying out the projects and roles for organizational interaction. The first such MOU signed (in December 2012) was between the OGCIO and the Ministry of Education (MoE). In summary, this MOU focused on these areas:
- Measuring for the first time the use of ICTs in the schools
- Increasing the use of ICTs in the classrooms and in teaching
- Using school computer labs and ICT facilities as community learning, computer and information centers, open to the public during certain hours -- essentially a publicly supported “internet café” in rural areas and outer islands
- Improving the use of ICTs in the internal administration of the schools at the school, provincial and national levels.

On 25 January 2013 the first-ever sample survey of ICT usage in the Vanuatu schools was undertaken, by OGCIO, TRR and MoE, in a survey of principals and headmasters attending a conference in Port Vila. Results of that survey are now available in a major report in the "Research -- Reports" section of this website.
